There is no such requirement.. No need for a merge normally.
You applied it on correct Oracle Home, right?

Anyways, Patch 22646281 already includes the bug fix for 22017845.
So, restore to your backup(or rollback the patch from the Oracle Home), apply patch 22646281 and check.
