first , I would like to thank you for your concern,
second, Kindly be informed that the issue is fixed.
the problem was that in Node1 ,
in oda_base /u01 was full then I cleaned up the directory
in dmo1 /OVS was also full then I cleaned up the directory
then I restart the ODA , both nodes , then issue is fixed
